5 ways digital health is becoming a serious Lebanese innovation beat

Every time a Lebanese patient sees a new doctor or is admitted to a hospital, they end up retelling their entire medical history from scratch. Regardless of age, many patients either dread these visits or omit details from their medical histories to save time—shortcuts that may leave out information too important to ignore. This structural failure in the healthcare system is perhaps the clearest way to understand why digital health in Lebanon matters beyond the technology itself.

For years, digital health in Lebanon existed in fragments: pilot projects, standalone apps, partial digitization efforts, and disconnected systems that rarely communicated with one another. The Ministry of Public Health has now launched the National Digital Health Transformation Strategy 2025–2030, developed with UNICEF and the Copenhagen Institute for Futures Studies. In his foreword, Minister Dr. Rakan Nassereldine states it plainly: "Digital transformation is no longer a luxury reserved for high-resource settings. It is a necessity."

In January 2026, the World Bank approved the $150 million Lebanon Digital Acceleration Project as part of a broader $350 million financing package aimed at strengthening the country's digital infrastructure, cybersecurity, and public service delivery.

Built around interoperability, data governance, regulatory agility, digital competencies, and patient-centred care, the strategy's central question is not whether Lebanon has digital tools, but whether those tools improve what actually happens inside a clinic.

Making patient history follow the patient

In practice, this means something simple: a patient's medical record should travel with them.

The most fundamental shift is the move toward electronic health records. A patient managing a chronic illness should not have to reconstruct their history every time they visit a different institution. The strategy treats digital records as essential infrastructure—the foundation on which every other digital health tool depends. Without shared records, there is no continuity of care. Without continuity, patients continue carrying the burden of the system themselves, making a truly integrated digital health ecosystem impossible.

Getting systems to talk to each other

Lebanon already has functioning digital health tools. The problem is that they operate in isolation.

PHENICS manages primary healthcare data across 326 public clinics. MediTrack tracks chronic medication. MERA digitizes immunization records, while Sohatona allows parents to monitor their children's vaccination schedules in real time. Yet these platforms do not communicate with one another. A clinic using PHENICS cannot retrieve a patient's MediTrack record, and a hospital discharging a patient cannot access information already available at that patient's primary healthcare centre.

This is precisely what the technical term interoperability refers to. The strategy's emphasis on common standards and data exchange is about breaking down these silos so that information follows patients across clinics, hospitals, and healthcare providers instead of remaining locked inside disconnected systems.

Telehealth: from workaround to regulated care

Telemedicine platforms expanded rapidly during the COVID-19 pandemic but largely operated in a legal grey area. The strategy identifies the development of a regulatory framework as a priority—not simply to enable telehealth, but to govern it. That distinction is what transforms telehealth from a temporary workaround into a service that both patients and providers can rely on.

Effective governance allows telehealth to become a healthcare service that patients can confidently plan around, providers can be reimbursed for, and regulators can oversee.

For Lebanon, where geography, displacement, and financial constraints already limit access to healthcare, that distinction is particularly significant. In December 2025, the Ministry of Public Health launched an updated mobile application allowing citizens to verify the authenticity of medicines through MediTrack and locate nearby healthcare facilities using GPS—a tangible example of digital services reaching patients in their everyday lives.

Training the people, not just building the platforms

Technology without trained professionals is simply infrastructure that goes unused.

The strategy identifies the health sector's IT brain drain as a major obstacle and places digital competencies at the heart of the transformation—not as an afterthought. Healthcare workers, from frontline clinicians to data managers, need the knowledge and skills to operate, interpret, and integrate these digital tools into everyday practice.

This is where MITAI's NUMŪ program, launched in January 2026, becomes directly relevant. Designed for non-technical professionals across multiple sectors, it provides a national framework through which healthcare workers—the very people digital health ultimately depends on—can build the digital competencies required to make the strategy succeed.

The patient should actually feel the change

Perhaps the strategy's most important shift is how it defines success. Rather than measuring progress through backend efficiency alone, it focuses on improving the experience of the people navigating the healthcare system: access, trust, coordination, and quality of care.

The benchmark is not whether a system has been digitized, but whether a patient in Akkar or a displaced family in Beirut can access healthcare more easily because of that transformation. As the Minister writes in the foreword, the goal is to ensure that "no mother in a rural village, no older adult in an underserved community, and no child living with chronic illness is left behind."

A roadmap for the country that exists

None of this is unfolding under ideal circumstances. Lebanon continues to navigate the effects of conflict, economic fragility, and a healthcare sector that has been under severe strain since before 2019.

What makes the National Digital Health Transformation Strategy significant is precisely that it does not ignore this reality. It is a roadmap written for the country that exists—not the country anyone wished for.

Its priorities are deliberately interconnected. Electronic health records make interoperability possible. Interoperability makes telehealth effective. Telehealth depends on healthcare workers with the right digital skills. And those skills only matter if the system is ultimately designed around the patient.

That is the strategy's central idea: digital transformation is not about replacing healthcare with technology. It is about using technology to build a healthcare system that is more connected, more efficient, and, above all, more centred on the people it serves.
